DEVELOPMENT OF DECENTRALIZATION PROCESSES IN UKRAINE IN THE CONDITIONS OF THE EUROPEAN INTEGRATION ACTION

Purpose. The aim of the research is to determine an essentiality of decentralization of authority and the fundamental aspects of contemporary processes of decentralization in terms of the reform of administrative-territorial system in country.
Methodology of research. During the research, the several kinds of scientific and specific methods were used, namely monographic, analytical and abstractly logical. The first method was used during the formulation of literary review regarding the crucial questions about decentralization in term of the reformation of administrative-territorial structure in Ukraine. The second method was applied for acknowledging the impact of process of decentralization on socio-economic development of administrative-territorial units. Finally, the last one was used in order to make a conclusion based on the results of research.
Findings. The work outlines the issue of decentralization in terms of reformation administrative-territorial structure in Ukraine based on the direction guided on eurointegration foreign-policy course of advancement. Furthermore it determines the impact of decentralization processes on socio-economic development of administrative-territorial units. The paper analyzes the outcomes of decentralization, namely indicates new opportunities for operation of local budgets and researches the process of association of territorial communities within realization of core principles of reformation of administrative-territorial structure in Ukraine. Additionally the work reviews legislative changes focused on increasing effectiveness of operation by local budgets, including - budgets association of territorial communities, according to experience of European countries. Eventually the paper suggests the main directions of further development of decentralization processes in regard to the reform of administrative-territorial structure in Ukraine. These directions recommend the ways of using state`s financial resources with higher level of effectiveness and include the methods of providing operationability in approval of affairs with territorial significance by local self-government.Originality. Considering the results of scientific-practical researches related to the level of parity of territorial development, the research substantiates the necessity of conducting detailed calculations; developing economically reasonable indicators regarding the level of satisfaction among citizens of united territorial communities toward provided public and social services, including the spheres of heath security and education; defining clear mechanisms of additional financial security for theses spheres.
Practical value. The research states, that the contemporary level of development of the processes of decentralization in terms of the reformation of administrative-territorial structure in Ukraine provides local government with the perspectives of further independent development, specifically with an opportunity to increase the level of welfare among its citizens and to improve the level of social-economic development of society in general. Additionally, it underlines that restored government faces the favorable terms, which make possible for government to receive the necessary amount of financial resources for supporting all sides to manage effectively and growing certain territories.
