Purpose. The aim of the article is processing the existing institutional format of competent approach and generalizing the practical tools of its introduction in the processes of personnel development.
Methodology of research. Theoretical and methodological basis of the research is the scientific provisions, which are reflected in the writings of domestic and foreign scientists on the issues of competent approach. An interdisciplinary approach is used to achieve this goal, which allowed the urgent issues of personnel development on a competent basis to be substantiated in the normative and legal format and at the corporate level. The normative and legal framework for the study is the current legislation of Ukraine in the field of education, and social and labour relations. The competency-based approach is considered as a universal competence model. Competent models are considered as a universal tool of competent approach.
Findings. Generalization of normative and legal aspects of introduction of a competent approach in the sphere of domestic secondary and higher education, as well as in the regulation of the practice of professional development of employees is conducted in the article. The framework of the institutional environment of personnel development in Ukraine is determined. The component composition of competency models, which is the work of foreign authors, is presented. The algorithm of the process of personnel development based on the competence approach is proposed, the realization of which in practice will allow reducing or even leveling the gap between the competencies necessary for achievement of strategic goals and tasks and available to employees of the organization.
Originality. The proposals on the necessity of making amendments and additions to the Law of Ukraine, which regulates the issues of professional development of employees, are presented in the article. The algorithm of the personnel development process based on the competence approach is developed, which, in addition to the existing ones, will allow ensuring the compliance of strategically important and existing competencies of the organizations’ employees.
Practical value. The author’s summary of theoretical and conceptual work on competency models presented by the author and the algorithm of the personnel development process based on the competence approach can serve as the framework conditions for introducing a competent approach to the practice of personnel development of organizations.
