Tsimoshynska O.V. BENCHMARKING OF THE DEVELOPMENT OF STATE ROAD FUNDS IN THE CONTEXT OF UKRAINIAN AUTOMOBILES ROAD SERVICES
Purpose. The aim of the article is a modified distribution mechanism of the State Road Fund by changing its character through the use of benchmarking tools for their development Road Service areas in previous years.
Methodology of research. The general scientific and special methods, including methods are used during the study: dialectics and scientific abstraction – in determining the nature of benchmarking the development of the State Road Fund Road Service areas benchmarking analysis – in studying the economic feasibility of allocating funds road fund in 2018. The monographic method is used to describe the results of the study.
Findings. The results of the study consist of substantiating the appropriateness of changing the character of the mechanism of distribution of funds of the State Road Fund due to the use of benchmarking tools for their development by the roads of the regions in previous years.
Originality. The scientific novelty of the research results is to modify the mechanism of distribution of funds of the State Road Fund by changing its nature due to the use of benchmarking tools for their development by the services of highways of the regions in previous years, the application of which in practice will contribute to the economically justified allocation of funds of the road fund, depending on the readiness and capacity of the road services areas for their development.
Practical value. The practical significance of the results of the study is that the main provisions of this study in the form of proposals and methodological recommendations for modifying the mechanism of distribution of funds of the State Road Fund by changing its nature through the use of benchmarking tools for their development by the roads of the regions can be used by the Ministry of Infrastructure of Ukraine and the State Agency of highways of Ukraine when making a decision on the allocation of funds from the State Road Fund between services of motor roads of oblasts.
