Abstract

Ksenofontov M.M. HUMAN RESOURCE MANAGEMENT IN AGRICULTURAL SECTOR ENTERPRISES IN ENSURING THE RESILIENCE OF AGRICULTURAL AND RURAL DEVELOPMENT

Purpose.  The aim of the article is to substantiate the role of human resource management in agricultural sector enterprises in ensuring the resilience of agricultural and rural development by determining its influence on the formation of enterprises’ capabilities for robustness, recovery, adaptation, and transformation, as well as by revealing the relationship between these capabilities and the processes of agricultural and rural development.

Methodology of research.  The methodological basis of the study is a systems approach used to reveal the interrelationships between human resource management, the formation of agricultural sector enterprises’ capabilities for resilient responses, and the processes of agricultural and rural development. The study employed the methods of analysis and synthesis to determine the content and components of the resilience of agricultural systems; comparison to distinguish enterprises’ capabilities for robustness, recovery, adaptation, and transformation; the structural and logical method to establish the interrelationships between human resource management, the resilience of agricultural sector enterprises, and the resilience of agricultural and rural development; and the method of scientific generalization to formulate the conclusions of the study.

Finding. The capabilities of agricultural sector enterprises for resilient responses have been identified, and the need to consider recovery capability alongside capabilities for robustness, adaptation, and transformation has been substantiated. The role of personnel as a carrier of these capabilities has been revealed, along with the influence of human resource management on the formation and implementation of these capabilities. The components of human resource management in agricultural sector enterprises for ensuring the resilience of agricultural and rural development have been proposed. It has been substantiated that this influence is indirect and is realized through ensuring the resilience of enterprises and maintaining and adapting their interrelationships with the environment of agricultural and rural development.

Originality. An original approach to identifying the components of human resource management in agricultural sector enterprises for ensuring the resilience of agricultural and rural development has been developed. This approach involves the differentiated formation and implementation of personnel capabilities in accordance with the needs of ensuring resilience and recovery, adaptation, and transformation of enterprises’ activities in response to destabilizing impacts and changes in operating conditions, as well as shaping the contribution of enterprises to the resilience of agricultural and rural development through maintaining and adapting the system of interrelationships.

Practical value. The obtained results can be used by managers and specialists of agricultural sector enterprises to determine human resource management priorities depending on the needs for ensuring resilience and recovery, adaptation, or transformation of enterprise activities. The proposed approach can serve as a basis for aligning human resource decisions with the nature of destabilizing impacts and changes in the operating conditions of enterprises in the context of ensuring their resilience.
