Purpose. The aim of the article is to develop conceptual foundations for forming a system for monitoring crisis processes in public administration as an information and analytical framework for the timely identification of crisis trends, forecasting their development, and making proactive managerial decisions. Particular attention is paid to substantiating the need to transition from a reactive crisis management model to a proactive one based on the continuous monitoring of crisis processes.
Methodology of research. The methodological foundation of the study relies on systemic, process, risk-oriented, adaptive, and indicative approaches. A complex of general scientific and special methods was used, in particular, systemic (to consider the monitoring of crisis processes as an integral information and analytical subsystem of public administration with the definition of its interconnected elements, tasks, methods and digital data processing tools), structural and functional analysis (to describe the structure of the proposed monitoring system, the functional purpose of its components, the distribution of functions between different levels of monitoring subjects, as well as the presentation of the analytical procedure for its implementation), logical generalization method (to systematize scientific approaches to the need to monitor crisis processes and generalize the identified problems of its implementation), comparative analysis (to identify differences between traditional (mostly reactive) approaches to monitoring and the proposed proactive model, focused on continuous support of the crisis process throughout its life cycle), the method of scientific modelling (to develop mechanisms for integrating monitoring results into the process of making management decisions), as well as conceptual design (to build an author's model of a crisis process monitoring system).
Findings. The expediency of forming an integrated crisis process monitoring system in public administration is substantiated; its place within the crisis management system is defined, and its functional purpose is revealed. A conceptual model of the system is proposed, encompassing interrelated elements: objects and subjects of monitoring, information sources, principles of functioning, methods, digital tools, analytical procedures, a system of indicators, and mechanisms for utilizing the results. The logic of analytical procedures for monitoring has been developed, and a multidimensional approach to building a system of indicators based on assessing the dynamics, intensity, scale, configuration, interdependence, and resilience of crisis processes is proposed.
Originality. The role of monitoring in the public administration system has been conceptually rethought, in particular, it is proposed to consider it not as an auxiliary tool of observation or control, but as an independent function of public administration, which provides continuous information and analytical support for the development of crisis processes, support for management decision-making, and increasing the institutional stability of the public sector.
Practical value. The proposed concept can be used as a methodological basis for creating modern systems for monitoring crisis processes in state and local government bodies, developing information and analytical platforms to support management decisions, improving interdepartmental coordination mechanisms, increasing the effectiveness of anti-crisis management, and forming adaptive state policy focused on timely detection, forecasting, and prevention of crisis processes.
