Dudkina O.P. PUBLIC MANAGEMENT OF TERRITORIES AND COMMUNITIES DEVELOPMENT IN THE CONTEXT OF RESPONDING TO MODERN CHALLENGES: ASPECTS OF PUBLIC PARTICIPATION
Purpose. The aim of the article is to substantiate the theoretical and applied principles of public management of the development of regions and communities in the context of modern challenges, to study the role of the public and inter-sectoral partnership in the development and implementation of public policy at the regional and local levels, and in the formation of an inclusive environment of territorial communities
Methodology of research. The methodological basis of the study was general scientific and special methods of scientific knowledge. Methods of system and factor analysis were used to substantiate the conceptual principles of public management. The use of a system approach made it possible to reveal the relationship between public policy, public management and public administration in the process of development of territorial communities. The empirical basis of the study was the results of a sociological survey of residents of the Skalat urban territorial community, which were processed using methods of statistical generalization, comparative analysis and graphical interpretation of the results. Program-target and strategic approaches were used to form practical recommendations,.
Findings. The article substantiates the conceptual principles of public management of the development of territories and communities in the context of modern challenges, identifies the features of the application of the principles of good governance, partnership management and public participation in the formation of a policy of inclusive development of territorial communities. Based on the results of a sociological study, the state of interaction between local governments, public organizations and the population in ensuring the inclusive development of the Skalatsk urban territorial community is assessed, the main problems and priority areas for their solution are identified. The feasibility of using the results of sociological research in the process of strategic planning is proven, which is confirmed by their practical consideration during the update of the "Development Strategy of the Skalatsk Urban Territorial Community for 2026–2030", under the strategic goal "Development of an inclusive community environment".
Originality. Based on the results of the study, a conceptual approach to public management of the development of territories and communities was substantiated, which is based on the integration of modern models of good governance, inter-sectoral partnership and evidence-based public policy. Aspects of using the results of sociological research as an information and analytical basis for the formation of regional (local) policy and strategic planning for the development of territorial communities were identified. In the context of implementing the principles of good governance and responding to modern challenges, the need to integrate public participation, inter-sectoral partnership, strategic planning and organizational and functional mechanisms for implementing the policy of sustainable inclusive development of the territorial community was established.
Practical value. The practical value of the research lies in the possibility of using the proposed theoretical provisions and practical recommendations in the activities of local government bodies during the development and implementation of strategies for the development of territorial communities, social development programs, the formation of local public policy and the improvement of mechanisms for interaction with public organizations. The results of the study have been implemented in the process of updating the "Development Strategy of the Skalat Urban Territorial Community for 2026–2030", which confirms their applied significance for increasing the effectiveness of strategic management of the development of territories and communities in the face of modern challenges.
