Petchenko M.V. STRATAGEM OF ACCELERATING THE DEVELOPMENT OF INNOVATIVE ECOSYSTEMS OF AIR TRANSPORT ENTERPRISES
Purpose. The aim of this article is to conceptualize a development stratagem for the innovation ecosystem of air transport enterprises through the integration of its problem, target and methodological, methodical, instrumental and practical levels into a single logical architecture.
Research methodology. The study employs the method of conceptual modelling (for constructing a holistic architecture of the acceleration stratagem, combining the problem, target, methodological, methodical, instrumental and practical levels); the co-evolutionary and synergistic approach (for substantiating the cross-cutting application of the guiding principles of synergy, coevolution, adaptation and selection to each strategic task of acceleration); the method of generalization (for systematizing the methodological foundations and methodical approaches to the assessment of the innovative ecosystem).
Findings. A conceptual model of the stratagem for accelerating the development of the innovative ecosystem of air transport enterprises has been developed, which reflects the logical transition from systemic development problems through the goal of acceleration and a set of five strategic tasks to a result mediated by the consistent implementation of four guiding principles and eight methodological foundations at the methodical, instrumental and practical levels. The place of the orchestration mechanism has been substantiated as a managerial tool for coordinating the actions of the innovative ecosystem’s actors by the leading actor, which complements the organizational and economic mechanism of strategizing at the instrumental and practical level of the model. The expected results of the stratagem’s implementation have been determined.
Originality. The stratagem for the development of the innovative ecosystem of air transport enterprises has been conceptualized, which, unlike existing approaches to the management of innovative ecosystems, reflects a holistic logical architecture of the transition from systemic development problems through a single goal of acceleration. Such an architecture of the model allows it to be used as a holistic methodological framework for the simultaneous planning, coordination, and evaluation of the effectiveness of all components of acceleration, ensuring the mutual coherence of managerial decisions at all levels of the innovative ecosystem.
Practical value. The practical significance of the obtained results lies in the possibility of using the proposed conceptual model of the stratagem for developing programs for the accelerated innovative development of the air transport industry of Ukraine, in particular, under the conditions of post-war recovery of the national economy and deepening integration with the European aviation and scientific-educational space. The expected results of the stratagem’s implementation outlined in the paper can be used as benchmarks in forming a system of indicators for monitoring the effectiveness of sectoral innovation support programs, while the methodical approaches can serve as a tool for assessing the readiness of a specific air transport enterprise to participate in acceleration processes.
Key words: stratagem, acceleration, innovative ecosystem, air transport enterprise, co-evolutionary and synergistic approach, orchestration, instrumental and practical mechanism, post-war recovery.
