Purpose. The aim of the article is to theoretically substantiate and generalize the role of human capital reproduction in rural areas as a prerequisite for food system sustainability.
Methodology of research. A complex of general scientific and special research methods was used in the process of preparing the article. Theoretical generalizations were carried out using the methods of analysis and synthesis, induction and deduction, systemic, structural and functional approaches, while to assess the impact of human capital reproduction on the sustainability of the food system, economic and statistical methods, comparative analysis and analysis of dynamic series based on data from the State Social Security Service of Ukraine and international organizations were used. Methods of logical generalization, expert assessments and graphical interpretation of the research results were used to form practical conclusions and recommendations
Findings. The results of the conducted study show that the reproduction of human capital in rural areas is a determining factor in increasing the adaptability of the agricultural sector and strengthening the sustainability of the food system. It is substantiated that the qualitative parameters of human potential – the level of education, professional and managerial competencies, innovative activity and motivation to work – directly affect the ability of agricultural production to respond to external challenges, reduce production risks and ensure the continuity of food supply. The obtained results confirm the feasibility of considering the policy of reproduction of human capital in rural areas as a strategic component of state management of food security and long-term development of the agricultural sector.
Originality. The theoretical approach to studying the interdependence between qualitative parameters of human capital and the ability of the agricultural sector to adapt to climatic, economic and military challenges is specified. It is determined that the orientation of state agricultural policy on the development of human potential increases the adaptability of food chains and reduces their vulnerability to external shocks. The proposed approach allows us to consider human capital not only as a production resource, but as a key element of the food sustainability management system.
Practical value. The results of the study can be used by state authorities and local governments to substantiate rural development programs, train personnel for the agricultural sector, and improve mechanisms for supporting employment and entrepreneurship in rural areas. It is advisable to apply certain provisions in the activities of agricultural enterprises when developing human resources management strategies, improving employee skills, and strengthening the adaptability of production activities in conditions of instability.
Key words: human capital, reproduction of human capital, rural areas, food system, food security, food system resilience, agricultural sector, state agricultural policy, sustainable development.
