RESILIENCE OF HEALTHCARE INSTITUTIONS IN THE CONDITIONS OF A TURBULENT EXTERNAL ENVIRONMENT

Nytka O.M. RESILIENCE OF HEALTHCARE INSTITUTIONS IN THE CONDITIONS OF A TURBULENT EXTERNAL ENVIRONMENT
Purpose. The aim of the article is to systematize the factors of the external environment of healthcare institutions, to highlight the factors that determine its turbulence, to develop methods for identifying manifestations of external environment turbulence, to determine functional strategies that will serve as the basis for the resilience of healthcare institutions in the context of environmental turbulence.
Methodology of research. The theoretical and methodological basis of the article is the fundamental provisions of modern economic science. General scientific and special methods were used in the study, in particular: induction and deduction – at the stage of collecting, systematizing and processing the necessary information; analysis and comparison - in the process of identifying the reflection of the process of activity of a health care institution; graphical – for visualization of the study results; abstract and logical – for forming theoretical conclusions.
Findings. The issue of resilience of medical institutions in the face of environmental turbulence was investigated. The main factors that affect the functioning of health care institutions, including political, economic, social, demographic, technological and environmental, were identified. The peculiarities of their influence were analysed and those that provoke instability of the health care system, such as military conflicts, pandemics, global economic crises, digitalization, changes in the social structure of society and demographic trends, were highlighted.
Originality. The article proposes an innovative approach to monitoring the external environment, which includes the use of SWOT and PESTLE analysis, crisis forecasting methods and digital technologies. Also, as a result of the research, a comprehensive method of ensuring the resilience of healthcare institutions in conditions of turbulence in the external environment was developed.
Practical value. As a result of the conducted research, a comprehensive method of adapting medical institutions to the turbulent external environment was proposed by implementing functional strategies, in particular: medical (clinical), anti-crisis, resource, personnel, competitive, marketing, innovative, operational, social, inclusive and ecological. Mechanisms for their implementation were proposed, which will contribute to increasing the efficiency of management of medical institutions, optimizing the use of resources and improving the quality of service provision.
The benefits for healthcare institutions from the development and implementation of the recommended strategies were outlined. The obtained results can be used by heads of medical institutions, government bodies and scientists to develop strategies for the development of medical institutions in conditions of modern challenges.
