FINANCIAL AND EDUCATIONAL INCLUSIVENESS OF RURAL TERRITORIAL GROUPS

Purpose. The purpose of the study is to justify the directions and criteria for assessing the financial and educational inclusiveness of the joint territorial communities and to study their financial capacity from the point of view of obtaining an educational subvention from the state budget.
Methodology of research. In the study, the method of comparison was used - to determine the level of budget subvention to the united territorial communities of our state; the method of systematic approach - when considering financial and educational inclusiveness as a system, which consists of a certain number of interconnected elements, and interacting, affects the effectiveness of socio-economic development of rural communities; the method of scientific abstraction - in allocating in the studied phenomena a strong, stable, typical communication, which allowed to formulate in a generalized form the directions and criteria of financial and educational inclusiveness.
Findings. The financial inclusiveness of rural communities and their inhabitants for revealing the connection with the educational sphere and the level of its financing from the state budget is explored. It has been established that the financial inclusiveness of rural communities and their inhabitants is to a large extent related to modern information technologies, which requires close interaction with the educational environment. The directions of evaluation of financial and educational inclusiveness are allocated and criteria of their evaluation are proposed. The financial capacity of rural communities and their dependence on revenues of the state educational subvention are revealed.
Originality. The directions of evaluation of financial and educational inclusiveness are substantiated and the criteria for their evaluation are proposed, which, unlike the existing ones, includes an assessment of human capital based on an educational component that will become one of the vectors of inclusive development of Ukrainian rural communities and a direction for improving their socio-economic status.
Practical value. The results of the study may become one of the areas for developing an effective national strategy for the development of united territorial communities, based on which financial and educational inclusiveness of both rural territory and its individual inhabitants is established, which, in the final analysis, will manifest a significant social effect.
