POSSIBILITIES OF INTERACTION OF THE VOLUNTARY MEDICAL INSURANCE SYSTEM WITH THE STATE SYSTEM OF COMPULSORY MEDICAL INSURANCE IN THE REPUBLIC OF MOLDOVA

Purpose. The aim of the article is to offer a choice of two models of the interaction of compulsory and voluntary health insurance systems based on cooperation and competition for the successful implementation of one of them in countries passing through the stage of establishing a system of high-quality and affordable medical care, taking into account the interests and solvency of the population.
Methodology of research. Some scientific methods are used during the study; in particular, the comparison method is used to identify the main differences between compulsory and voluntary insurance, the analytical method and the deduction method allowed us to develop new schemes of interaction between these types of insurance that we proposed for use at the state level.
Findings. The results of the study are expressed in the scientific, social and economic justification of the need for interaction between compulsory and voluntary health insurance systems, as well as in the development of fundamentally new schemes of interaction between the CHI (compulsory health insurance) and the VMI (voluntary medical insurance), one of which is based on the principle of competition between these types of insurance systems basis of cooperation.
Practical value. We offer developments in the field of health insurance can be submitted for implementation at the state level to ensure the interaction of MHIC (National Health Insurance Company) and private insurance companies to meet the needs of different segments of the population, for successful cooperation between private and public medical centers, to improve access to health care for all categories of the population and improving the quantity and quality of medical services in the Republic of Moldova and other countries.
Originality. The scientific novelty of this study consists in the development and justification of two fundamentally new schemes of cooperation between compulsory and voluntary medical insurance, based on the principles of cooperation, or on the principles of competition between them, which, unlike the current situation in the provision of medical care to the population in the Republic of Moldova, where the system of compulsory health insurance dominates, will contribute to the enhanced development of voluntary health insurance, will allow to avoid existing distortions in the organization of medical care to the population, taking into account the interests of all parties involved, including the population with different purchasing power, private and public clinics and family doctor centres, the National Health Insurance Company, private insurance companies and the state in general.
