Purpose. The aim of the article is the determination of theoretical and methodological aspects of the essence, problems, tendencies and evaluation of innovative and investment development of livestock production by agro-industrial enterprises.

Methodology of research. The theoretical and methodological basis of the research served as the fundamental positions of the general economic theory, as well as scientific works of domestic and foreign scientists, devoted to the problems of innovative and investment development of the production of livestock products by agro-industrial enterprises. Modern methods of research are used to achieve this goal: system analysis – in the study of theoretical and methodological foundations of innovation and investment development of livestock production; abstract and logical – to clarify the essence of the basic concepts, definitions and categories of the theory of innovation and investment development of livestock production; the method of analogies and comparisons – when comparing a variety of processes and trends in innovative and investment development of livestock production. Also, such research methods as monographic, comparative and analytical, observation, as well as tabular method of presentation of information are used in the article.

Findings. It is determined that innovations as a result of innovation activity, on the one hand, should be oriented towards better, more complete satisfaction of consumer requests, and on the other – to obtain a certain economic effect in the form of profit for enterprises that initiate their development and implementation. It is established that solving these problems is possible only in the case of determining the appropriateness of investments for promising innovations, the close interaction of investment and innovative processes in agro-industrial production and livestock in particular. It is proved that such an approach necessitates consideration of investments and innovations as the only innovative and investment system, from which successful development and functioning of which the stabilization of development and economic growth of agro-industrial complex depends.

Ensuring the innovative development of domestic enterprises is a prerequisite for their survival, dynamic growth and access to international markets in the global competitive environment, as evidenced by global economic trends.

Originality. The definition of the term “innovation” has been improved and the main tasks of science and public administration of investment and innovation activities are summarized, which include the development of modern scientific and technical policy, which includes the most effective organizational and economic mechanisms for the development of innovations and further increase of scientific and technical potential in the economy of the region and  countries.

Practical value. The improved definition of the term “innovation” and the generalized main tasks of science are subject to the practice of public authorities at all levels, industries and individual enterprises in shaping the innovative and investment strategy of the development of the region in accordance with the socially and oriented concept of marketing and for use in practice of educational institutions accordingly to the curriculum.
